Yes. Canadian citizens or permanent residents may sponsor eligible family members living abroad under the Family Class program. The sponsor submits their sponsorship application alongside the sponsored individual's PR application. For protected persons, dependent spouses or children living abroad may be included in the PR application if they apply within one year of the protected person’s PR being granted.
