The RSWP is particularly for skilled workers who wish to settle in Quebec or Montreal. It is not possible to immigrate to other provinces of Canada as the eligibility criteria and requirements are different. Individuals who enter Quebec via the RSWP program would be required to settle and work only in Quebec. There are other options, like the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and PNP, among Canadian provincial programs, that allows you to immigrate to other provinces of Canada.
